Massachusetts electric vehicle (EV) charging incentives

Statewide grants and utility rebates can offset EV charging projects costs by up to 100%.

Available Incentives:

There is over $400 million in funding available in Massachusetts for organizations that want to install EV charging stations. Eligible participants may be able to combine funding from multiple programs.

Massachusetts Electric Vehicle Incentive Program (MassEVIP and MassDEP Programs)

The MassEVIP Public Access Charging Program offers incentives for property owners or managers with publicly accessible parking to acquire and install Level 1 and Level 2 EV charging stations.

Non residential locations with publicly accessible parking are eligible for the following: 

  • Government-owned locations: MassDEP funds up to 100% of the hardware and installation costs (up to a maximum of $50,000 per street address)
  • All other locations: The agency funds up to 80% of the hardware and installation costs (up to a maximum of $50,000 per street address)

The Multi-Unit Dwelling & Educational Campus Charging Program provides incentives for property owners or managers to acquire and install Level 2 AV EV charging stations. 

Multi-unit dwellings with five or more residential units and educational campuses with at least 15 students on-site are eligible for the following:

  • MassDEP funds up to 60% of the hardware and installation costs (up to a maximum of $50,000 per street address)

The Workplace & Fleet Charging Program provides incentives for employers and fleet operators to acquire and install Level 2 AC EV charging stations. Applicants with 15 or more employees in non-residential places of business are eligible for the following: 

  • MassDEP provides up to 60% of the funding to a maximum of $50,000 per street address for hardware and installation costs.

National Grid Commercial and Fleet EV Charging Programs

National grid provides a comprehensive roadmap for expanding clean transportation in the areas it serves, including environmental justice communities. National Grid's programs assist its customers by supporting their transition to electric mobility (e-mobility), including providing resources, funding and ongoing electricity savings for the purchase and installation of electric vehicle (EV) charging stations.

The Public/Workplace EV Charging Station Program offers rebates on charging station equipment costs and networking fees for approved qualifying publicly accessible stations:

  • Provides funding for up to 100% of the electrical infrastructure costs associated with installing EV charging stations

The Multi-Unit Dwelling (MUD) EV Charging Program helps multifamily property owners and developers install EV charging stations at properties with five or more units (20+ unit properties should consider participating in the complimentary MUD EV-Ready Site Plan instead):

  • Provides funding for up to 100% of the electrical infrastructure costs

The Fleet EV Charging Program provides funding for fleet customers:

  • Provides funding for up to 100% of the electrical infrastructure costs
  • Additional rebates are available to help cover the cost of charging stations for public fleets

The Demand Charge Alternative Program supports eligible participants in reducing the operating costs of EV chargers by providing a tiered load factor-based discount on demand charges. The program will be offered for ten years beginning in 2023 and will accept enrollments through 2032.

Eversource Incentives

Eversource offers it commercial customers and multifamily properties up to 100% off the cost of wiring to install electric vehicle (EV) charging stations, depending on the number of charging ports they wish to install. Multi-unit dwellings must have at least five units, and parking spots must be either non-deeded or non-reserved (or 20% of deeded spaces must have EV charging stations installed). All EV charging must be associated with one Eversource account for payment. Participants may be eligible for the following:   
  • Rebates of up to 50% on the cost of purchasing eligible EV charging stations
  • Fleets are eligible to receive a "fleet advisory service" to help create a strategic plan for fleet electrification
  • Businesses and multifamily properties located in an environmental justice community may be eligible for rebates of up to 100% of the cost of up to 10 EV charging ports (in addition to the EV charging infrastructure rebate)

Federal Tax Credit

Your organization may also be eligible for a 30% tax credit up to $100,000 per station under the 30C Alternative Fuel Infrastructure Tax Credit.
